On behalf of the All India Association of Postal Drivers and Artisans, I am to solicit kind attention to the references cited above and also submit the following to your kind perusal and orders. In this connection this subject has already been brought to the notice of the DG(P) vide this Union letter No.AIAPDA/CWC/1/09 dt: 2.9.09. (Copy enclosed)
2) The Secretary (P) is aware that the Drivers of Postal Department are being granted Grade II, Grade I and special grade promotions based on the vacancy position by adopting the ratio system 55:25:20 ordered in the ref. first cited. But it is pity to state that the same has not been adopted properly. In TN Circle, the MMS drivers have not been promoted duly, despite the completion of 26 years of unblemished record of service. Hence, we the drivers have been badly affected economically and suffered mental agony.
3) Further, I am to add that though there are 16 & 14 vacancies as on 1996 in Grade II and Grade I drivers respectively the above vacancies have not been filled up by adopting the ratio ordered in the reference first cited. This is due to the non conducting of DPCs periodically and non maintaining of gradation list for Drivers properly. By this, the drivers who were eligible for promotion could not get the same in due time.
4) In addition to this, I am to state that based on the ratio (30:30:35:05) w.e.f. 8.11.96 ordered in the ref. 2nd cited, there were 71 vacancies (30%) in Grade II. Out of 57 eligible drivers (9 years of service), only 30 were promoted and the remaining vacancies had been left unfilled.
5) As there were 84 vacancies (35%) as on 8.11.96 in Grade I drivers (who were rendering 15 years of service), only 7 were given promotion though there were 37 eligible drivers.
Eventhough there were vacancies in each and every grade, the eligible drivers were not given due promotion. The reason for non filling up of the promotional post is also not known till now. The DPCs have not been convened periodically and also the circle gradation list has also not been prepared at regular intervals. Due to this, drivers in our dept. have incurred a heavy loss and also many drivers who worked for more than 15 years retired from service without getting any promotion.
Therefore, I humbly request that effective steps may kindly be taken to pass appropriate orders in granting due promotion with retrospective effect to the drivers of our department, as the same is done in the Dept. of Defence (Air Force).
